E.g. "all those ready and willing, follow me." This applies to those who are both ready and willing. Not those willing but not ready, or ready but not willing.

In Dutch it’s very common to use “and/or”. Somehow I seldom see it in English. Is the use of a “/“ in punctuation frowned upon?

It is used pretty often but I don't see it much used in formal prose. We certainly use it regularly in correspondence and even legal docs. It literally translates to "and or or", but I never see that usage.
