I think that's probably because the Radiohead song itself isn't creepy. Great tune, just not creepy.
But yeah, Garbage does creepy really well when they want to. Here's something a little newer than Queer, gave me chills the first time I heard it:
As is typical of threads like this, lot's of different ideas on what's "creepy". To me, cartoon skeletons and monster themes aren't creepy. In some cases, they're almost camp. "Creep" in general (not the Radiohead song) is about instilling dread, it's fear - fear of what's about to happen as much as what does. It's a sense of "impending doom", and it can come from some very real and everyday things sometimes - no Frankensteins needed.
Anyway, that's where I'm coming from with it. YMMV. Carry on.

I agree, lots of different ideas. Creepy, to me, is all about the vibe of the song and has nothing to do with the words. I don't typically grasp song lyrics right away anyway, for some odd reason, so it's the pace, inflection, and instrumentation of a piece that brings the creep. Thus, Radiohead's Creep works for me.

So weird that this song has come under fire so much in last few years. It’s a bonehead Rock n’ Roll song it’s it’s one of Lennon’s best! He wrote it when the were still in their early 20’s. Basically still kids!
