They do look it, but I'm not really sure...
They look like Grover. Assuming no one knows for sure. If you do a string change, take one off to look for markings. I did it on a non Gretsch and found the name Jin Ho. Mr Google then told me Jin Ho made Wilkinson locking tuners and was a direct drop in.

Grover style knobs. By ‘92 other hardware manufacturers were utilising that style in abundance. I’m not really impressed with the tool marks, so I’m pretty sure they’re not Gotohs.
