Just my 2 cents:
Solid state?- you can't go far wrong with something like a Roland cube, plenty of choice of sizes, eq & effects thrown in.
Valve only ? Blackstar HT 1 or 5, Vox AC4T or something like that.

Buy something used. Perfectly good gear out there being sold for a fraction of what it cost new. You will absolutely get more for your money that way. I'd recommend getting something with a decent sized speaker, though. 10" minimally, 12" preferable.

I'll throw my 2 penny's in; a used Fender GDec 30. It hits you budget window; various mods; a metronome; a built in tuner; plus USB input. It's a nice starter amp...I know from experience.

+1 on the Pathfinder 15R. An incredible amp for the money, check out some reviews. Near tube-like sound, pretty impressive.

Another vote for the Vox Pathfinder 15R. Great little amp. Not tube, but nice anyway. Not finnicky like my Silvertone/Danelectro 1481 is.

I'm a tube guy - but small and under $200 I would use a Roland cube - I have one stashed away that I used sometimes. $135

While they're no longer in production, the Vox DA5 is my little bedside/couchside amp and sounds great. It can be battery powered, has a headphone jack and an input for an MP3 player so you can play along with whatever you wish. Lots of effects and amp models. It can also switch from 0.5W, 1.0W and 5.0W. It even likes pedals. You can even find it in the old brown grill vintage styling.
